What is BKR and what is EDR? The basic definitions
Let's start with the basics. BKR stands for Bureau Krediet Registratie. This is a foundation that has been registering all credit of Dutch people in the Central Credit Information System (CKI) since 1970. BKR is the official agency designated by law that is the only one authorized to collect and manage all credit data in the Netherlands.
EDR, on the other hand, stands for Economic Data Resources. This is a commercial credit reporting agency established in 2000. EDR performs credit reviews and also has a collection branch (EDR Debt Collection). They work on behalf of companies such as leasing companies, energy companies, insurers and telecom providers.
So the fundamental difference is in the legal status. BKR is a foundation with a legal monopoly, while EDR is a commercial company offering services to other companies. BKR registers, EDR tests and advises.

How EDR and BKR differ in operation and reach
BKR only registers formal loans starting at 250 euros with a term longer than one month. These include personal loans, mortgages, credit cards, telephone subscriptions with handset and private lease contracts. All lenders affiliated with BKR are required by law to report these credits.
EDR has a broader scope. They also collect information on payment behavior for energy contracts, insurance policies and telecom subscriptions without appliances. These products are not automatically covered by the BKR registration requirement. EDR also obtains data from public sources such as the receivership and administration register and the insolvency register.
This difference in scope allows you to encounter situations where you are known to EDR with payment problems, but not BKR. Or the other way around: you have a BKR registration, but EDR doesn't have negative information on you because you've always made clean payments with their affiliates.
For you as a consumer, it is important to know that EDR and BKR consult and maintain different databases. For example, if you are turned down for a private lease, it may be because of a BKR registration, but it may also be because of information known only to EDR.
EDR's role in private leasing and other financial products
EDR plays a crucial role in the conclusion of private lease contracts in the Netherlands. Many large leasing companies such as Athlon, Justlease and BMW Financial Services outsource their underwriting process to EDR Credit Services.
When you apply for a private lease, the process often goes as follows:
After acceptance of the offer, you will receive an email with login information for the EDR consumer portal. Here you upload various documents such as your proof of identity, payslip and bank details. EDR then checks your identity, performs a BKR check and calculates your borrowing capacity according to the capacity standard of the Private Lease Quality Mark.
It is important to understand that EDR works on behalf of the leasing company in this process and does not enter into contracts itself. EDR only advises whether your application should be approved or rejected. The leasing company ultimately makes the decision.
Something else important happens when your private lease application is approved: the lease contract is registered with BKR by the leasing company. Since April 2022, 100% of the full lease amount is registered with BKR. EDR does not perform this registration, but the leasing company itself is responsible for this.
At car leasing this plays an important role because you then have to deal with both agencies: EDR for acceptance and BKR for the final registration of the contract.
Can EDR Debt Collection register you with BKR?
A common misconception is that EDR Debt Collection can report you directly to BKR. This is not the case. Only the original lender affiliated with BKR may place registrations in the BKR system.
EDR Debt Collection can threaten a BKR registration, but must always work through the original lender to do so. For example, if EDR Incasso collects an unpaid utility bill, the utility company may decide to place a registration if it is for credit (for example, a payment arrangement). EDR Incasso itself does not have direct access to the BKR system to place registrations.
What EDR can do, however, is store default information in their own database. This information is then visible to other companies working with EDR, but is separate from your BKR file.
Therefore, if you are in arrears with an organization that works with EDR Debt Collection, it may well affect future applications with other EDR customers, even if you do not have a negative registration with BKR.

Now that you understand the difference between EDR and BKR, it's important to know what this means for your financial options.
A negative BKR registration (for example, an A or A2 code) generally has a greater impact on your borrowing options than a negative rating with EDR. That's because all lenders in the Netherlands are affiliated with BKR and can see your file.
In principle, a rejection by EDR applies only to the specific application in which EDR has been engaged as reviewer. It is not automatically visible to other parties unless they also work with EDR. Moreover, an EDR rejection can be reconsidered on a new application if your financial situation has improved.
By default, a BKR registration remains for five years, even if you have already paid off the debt. At borrowing money with BKR registration, you run into all kinds of obstacles. EDR uses different retention periods that can vary depending on the nature of the information.

Right of inspection and appeal procedures at EDR versus BKR
With both BKR and EDR, you have the right to access the data processed about you. This is a right arising from the General Data Protection Regulation (AVG).
BKR allows you to view your data through mykredietoverzicht.nl. This is an official service that gives you instant online insight into your BKR registrations. You pay a small fee for this overview.
You can request access to EDR through their website. As a processor, EDR is required to give you access to the data they have collected about you within one month.
If you disagree with the information at BKR, you can object. First with the lender who placed the registration, then possibly with BKR itself. If this does not produce results, Dynamite Netherlands can help you with legal action, including possible proceedings in court.
If EDR has inaccurate information, you can file a correction request. If this is not honored, you can file a complaint with the Personal Data Authority. The legal route for problems with EDR differs from BKR because EDR as a commercial company is governed by different legislation than BKR as a central foundation.
