A CIS record is an entry of your personal data in the database of Stichting CIS (Central Information System), which insurers use to assess risks. A record may be created due to non-payment, fraud, causing an accident while driving an uninsured vehicle, or a driver’s license suspension. Depending on the cause, a CIS record remains on file for 15 months to 8 years. The main consequences include difficulties in obtaining insurance, higher premiums, and—in cases of fraud—an impact on credit options due to a linked EVR record.

What exactly is a CIS registration?

CIS stands for Central Information System, a database that has been in operation in the Netherlands since 1985. Major insurers such as Achmea, Aegon, ASR, and Nationale Nederlanden were the founders of this system. Today, all participating insurers have access to this database. They consult the system when processing new applications, making policy changes, and assessing insurance claims.

It’s important to know that not every CIS record is problematic. For example, if you’ve ever filed an insurance claim, this will be recorded without having any immediate negative consequences. Only in cases of nonpayment, fraud, or other problematic situations will you face a negative CIS record that does indeed impact your options.

A common misconception is that CIS andBKR are the same thing. This is not true. While the BKR focuses on credit and loans, CIS deals with insurance data. They are two completely separate systems with different managing organizations and different implications for your financial situation.

When do you get a CIS registration?

You will be subject to a CIS registration when certain events occur that insurers need to be aware of. The severity of the registration depends heavily on exactly what happened. In practice, we see that people often don’t realize that their actions can lead to a registration.

The most common situations that lead to a CIS registration include having a negative number of claim-free years, which results in the termination of your insurance; consistently failing to pay your insurance premium; causing an accident while driving an uninsured vehicle; and having your driver’s license revoked by a court. Providing false information to your insurer or committing insurance fraud can also lead to registration.

Of all possible records, fraud has by far the most serious consequences. This record remains on file for 8 years and is also linked to anEVR record, which also limits your access to credit. It is therefore crucial to always be honest with your insurer, even if you think a minor adjustment won’t do any harm.

How long does a CIS registration last?

The duration of a CIS registration varies greatly depending on the situation and is directly related to the underlying cause. It is essential to understand this distinction, as it determines how long you will have to deal with the consequences.

For negative claim-free years, the record is kept for a relatively short period: only 15 months. Financial issues such as nonpayment are retained for 3 years. More serious incidents, such as a driver’s license suspension, an accident involving an uninsured vehicle, or failure to comply with contractual obligations, remain on record for 5 years. The most serious category, fraud, is recorded for as long as 8 years.

These long time limits mean that a mistake from your past can haunt you for years. Imagine this: you’re 18 years old and make a misjudgment by filing a claim for an old accident under your new insurance policy. At age 26, when you might have a family and want to take out a mortgage, you’re still dealing with the consequences of that one decision. In such cases, legal assistance can help determine whether it’s possible to challenge the claim.

Once the retention period has expired, records are automatically deleted from the system. You do not need to take any action yourself. The system ensures that expired records are no longer visible to insurers.

What are the consequences of a CIS registration?

A CIS record can make your life quite complicated, especially if it’s a negative record due to fraud, nonpayment, or other problematic situations. The impact extends to virtually all types of property and casualty insurance you need in your daily life.

The most immediately noticeable consequence is that standard insurers will either reject your application or will only accept it at much higher premiums and under stricter terms. You will then have to turn to specialized insurers such as De Vereende, which focus on special risks. These insurance policies are significantly more expensive and often offer less coverage than standard policies.

If your registration is the result of fraud, the consequences are even more severe. In that case, you will automatically receive an EVR registration as well, which is visible to banks and other lenders. This means that not only your insurance options, but also your ability to obtain amortgage or other financing will be severely limited. Whereas aBKR code disappears after 5 years, a fraud registration remains visible for 8 years.

It’s good to know that insurers share information with each other through CIS. This means that any issues with your auto insurance provider can affect your options for home contents insurance, liability insurance, and other types of property and casualty insurance. This makes it especially important to fully understand your situation and take action where possible.

Requesting and Challenging CIS Registration

You always have the right to know what information about you has been stored. This right is enshrined in the GDPR, the General Data Protection Regulation. Requesting your CIS registration is the first important step toward gaining insight into your situation.

You can apply through the CIS Foundation website. You can choose from three methods: via the WebApp using the Yivi app, which does not require you to provide a copy of your ID; via a web form on their website; or by mail, in which case you must include a copy of your ID. With the latter option, you may obscure your BSN and passport photo to protect your privacy. Only you can request this information. Consulting firms are not permitted to do this on your behalf, with the exception of guardians for individuals under guardianship.

You can contact the insurer that entered the information directly, submit a correction request to Stichting CIS using their correction form, or seek professional legal assistance. Difference between CIS, EVR and BKR registration

For many people, the distinction between different registrations is confusing. Therefore, it helps to compare the three main types of registrations. CIS is managed by the CIS Foundation and focuses on insurance, claims and fraud. The retention period ranges from 15 months to 8 years, and the primary impact primarily affects your ability to purchase insurance. The EVR (External Referral Register) is managed by financial institutions and focuses specifically on financial fraud. With a retention period of up to 8 years, an EVR registration affects your access to bank accounts, insurance and mortgages. The BKR (Bureau Krediet Registratie) tracks credits and loans, with a retention period of 5 years after full repayment. A BKR code mainly affects your ability to take out loans, mortgages and credit cards.

It is important to know that a CIS registration does not directly affect your claim-free years for your car insurance. Claim-free years are maintained in Roy-Data, not in CIS. Although claims can be visible in both systems, they are separate registers with different purposes.
